ParticipACTION – Joint Assessment Report

Generation for Change CY, together with partners IRC Italia, Glocal Factory, PLACE Network, and MANO Europa, presents the ParticipACTION Joint Assessment Report, exploring youth civic knowledge and engagement across Italy, France, Cyprus, and Lithuania.

Based on input from more than 600 young people aged 16 to 23, alongside civil society and institutional stakeholders, the report highlights key barriers to youth participation, including gaps in civic education, unequal access to opportunities, and distrust in institutions. These challenges are particularly pronounced among youth from migrant and marginalized backgrounds.

At the same time, the report captures a growing culture of youth activism driven by shared values and solidarity, while also noting the dual role of social media as both an enabler and a limitation. It concludes with practical recommendations from young people, calling for stronger civic education, more inclusive institutions, and accessible pathways to participation for all.
